Electronic Government -
International Master Program, 80 credit points (120 ECTS credits)

eGovernment is the use of Information and Communication Technologies (ICT) in public administrations combined with organisational change and new skills in order to improve public services and democratic processes. For this, new expertise combining technical, organizational and sociological knowledge is required.

We focus on the key building blocks necessary to harness technology for development: Users, Organization, Technology, and Economy. Our Master gives you the skills by providing scientific knowledge and opportunities to apply these to real-life settings. We provide cutting edge scientific and practitioner expertise and a vast network of experts to become part of. You become an e-governance expert able to provide the necessary cross-sector integration necessary to manage change in situations with multiple and conflicting interests, including departmental and business interests, regulatory and legal standards and norms, and human and social concerns.

Teaching methods

Teaching is characterised by a flexible and student-centred pedagogy where contact with public practice is central. The students' own professional needs and goals provide an important starting point. Practical project work is woven into seminars, lectures and supervision. The program is designed to stimulate critical reflection, information literacy, the ability to independently follow the development of knowledge, and the ability to communicate orally and in writing.

Social activities

The eGovernment Alumni describes our program as a very close-knit community where professional relationships and lifetime friendships are fostered. Our students frequently take part in the cultural and recreational facilities at Örebro University. Concerts and art exhibitions are free of charge and constantly provided by the University. The teachers and second year masters of the program frequently set up social activities for the students. We have parties and explore Swedish outdoor life together (e.g., skating, skiing). We also have a mentor system where second year's students act as mentors for the newcomers.

  • You are familiar with the European and global development towards electronic government; legal, social, technical, and organizational aspects.
  • You understand the transformation process government agencies and private businesses are going through.
  • You understand the role of technology in these changes and are able to assess the effectiveness of technology in solving government and governance problems.
  • You are aware of how information is created and used in organizational processes, and how these processes can be managed and improved.
  • You are able to apply scientific knowledge related to change and ICT use to strategic and operational problem solving in government organizations.

The most influential eGovernment researcher is found in Örebro

In a recent study (Erman & Todorovski, 2009) Åke Grönlund of the Informatics department at Swedish Business School at Örebro University was found to be the most influential eGovernment researcher. The study is based on number of citations and encompasses the period 2005-2008.

Best Swedish PhD dissertation 2009-2010

Annika Andersson at Örebro University was awarded the Börje Langefors prize for best Swedish PhD dissertation 2009-2010 within the information systems field. The thesis title is "Learning to Learn from e-Learning" and the motivation is:

"Annika Andersson is awarded the prize for best dissertation for the following reasons: socially relevant subject matter, well formulated and relevant theoretical basis, proper research design with appropriate method triangulation and sequencing of sub-studies, comprehensive and interesting empirical work, good incremental cumulative knowledge, clear and well structured presentation, good design of compilation thesis with a well developed cover paper, a good international exposure."
