SWEG 2012 - 9th Scandinavian Workshop on E-government
The 9th Scandinavian Workshop on E-government (SWEG 2012) is held in at the Copenhagen Business School, Denmark on February 9-10, 2012. The Scandinavian Workshop on E-government is a forum for discussing current e-government research issues. The workshop is dedicated to open discussions about the current status of e-government research and future directions. The focus is thus on informal discussion rather than on formal conference presentations.
The theme chosen for SWEG 2012 is "user-centric e-government". With the diffusion of ICT in the public sector in countries across the world, and the widespread inclusion of digitalization in government strategic plans, it is now time for e-government research to shift its focus to the citizen role in e-government processes. The emergence of social media, the evolution of Web 2.0 platforms, together with rising expectations from citizens as users of digital services, highlight the need to adopt a user-centric view of e-government design, management, and implementation.
The focus of invited submissions thus includes, but is not limited to:
- Social media and e-government services;
- Citizen-centric e-government maturity models;
- E-democracy and e-participation;
- Transparency and openness in e-government services;
- Engaging stakeholders e-government research;
- User-driven e-government design, management, and implementation;
- Challenges of open-source and open-standard solutions in e-government;
- Methods and concepts of participatory e-government processes;
- Innovative design and prototypes of e-government services.
We welcome contributions from a range of disciplines, such as public administration, political science, information systems, knowledge management, service management, economics, sociology, and law. Research may range from empirical studies to pure conceptual work. Each submission will be anonymously peer-reviewed by two reviewers.
The workshop is intended as a venue for discussion and feedback, so we invite full research papers, work-in-progress, as well as shorter position papers. Each paper will be allocated time for a short presentation, however discussion will be the main focus of the allotted time for each paper.

Position papers should be maximum 1500 words (approx. 4 pages), and should clearly and distinctly address one or more issues pertinent to e-government research including research methods and quality as well as focus of studies. Full papers should be max 5000 words, while research in progress should be max 3000 words. Irrespective of the form, all submissions should be designed to support in-depth discussions of one of these issues during the workshop.
Contributions with a focus on Scandinavian countries are welcome, but the forum is not limited to the Scandinavian research community, and aims at including a wide variety of perspectives on e-government research.
Similarly to previous SWEG, instead of publishing proceedings formally, we will use this workshop to prepare papers for publication in established outlets. Consequently, material presented at SWEG will not be copyright protected and can be submitted to other conferences or journals without further questions.

You are invited to submit a paper for presentation and discussion at the 2011 pre-ICIS Special Interest Group (SIG) eGovernment workshop, to be held on Sunday, December 4, 2011, in Shanghai.
The general objective of SIG eGovernment is to promote quality and relevance in eGovernment research. As previous SIG eGovernment pre-ICIS workshops, this workshop is dedicated to open discussions about the most important issues today, theoretical streams and different possible ways forward. The focus of the workshop is informed discussion.
Workshop Objective
This year, the workshop aims to focus on open innovation in eGovernment. eGovernment has for many years been seen as a government activity, but today more actors are moving in. Governments increasingly provide open data for citizens to make use of and for companies and NGOs to develop services on. Moreover, there is an increasing number of interdepartmental and cross public-private sector initiatives. This workshop discusses the new perspective of eGovernment, including open service models and the changing roles for governments as well as citizens, businesses and organizations. Questions to be examined include (but are not limited to):
- Open innovation in eGovernment;
- Citizen-centric eGovernment;
- User-driven e-government design, management, and implementation;
- Transparency and openness in eGovernment services;
- Social media and eGovernment services;
- What is the relationship of eGovernment with new areas such as eparticipation and old ones such as e-learning, e-commerce, and e-health;
- What is the relationship of eGovernment with the wider IS research area;
- Engaging stakeholders e-government research;
- Challenges of open-source and open-standard solutions in eGovernment;
Submission
We welcome full research papers, research in progress, and discussion papers. Full papers should be max 5000 words. Discussion papers may be short, just a few pages, but should clearly and distinctly address one or more issues pertinent to eGovernment research including research methods and quality as well as focus of studies. Papers should be designed to support indepth discussions of one of these issues during the workshop. The workshop papers will be clustered and each session will discuss a small set of papers focusing on similar or related issues.
Each submission will be reviewed by the workshop co-chairs and at least one external reviewer.
